Barbora Paclíková prepared an overview of the most important changes in labor law for OKbase, effective from July 1, 2024.
The updates primarily affect employers who hire employees under agreements to complete a job, introducing new registration and reporting obligations with the Czech Social Security Administration (ČSSZ). Further updates come from the amendment to the Employment Act, focusing on the digitization of employer reporting obligations concerning foreign employees and updating the list of countries whose citizens do not need a work permit.
Updates Regarding Agreements to Complete a Job
Employer Registration:
The amendment to Act No. 187/2006 Coll., on Sickness Insurance, now requires employers who employ only employees under an agreement to complete a job (DPP) to register with the ČSSZ. The deadline for registration is July 31, 2024.
Registration of Employees on DPP:
According to Act No. 589/1992 Coll., on Social Security, it is now mandatory to register employees on a DPP with the ČSSZ's register of insured persons, regardless of their earnings. Employees who started before July 1, 2024, must be registered by August 20, 2024.
Monthly Reporting:
Employers must regularly submit monthly reports on the earnings of employees on DPP by the 20th day of the following month.
Amendment to the Employment Act
Digitization of Reporting Obligations:
The amendment to Act No. 435/2004 Coll., on Employment, introduces the digitization of employer reporting obligations concerning foreign employees. Employers will now be required to send reports electronically via XML files, web forms, or direct calls to a service based on the GovTalk standard.
List of Countries with Free Access to the Labor Market:
Government Regulation No. 158/2024 Coll., has updated the list of countries whose citizens do not need a work permit.
Government Regulation on Working Hours in Transport:
Government Regulation No. 202/2024 Coll., sets new rules for working hours and rest periods for employees in public passenger bus transport.
